PORT RESTRICTIONS AND REQUIREMENTS
Supply of IBCs is allowed both at pier alongside or via launch/boat (launch should be 25GTR and over) only at daylight before 6pm (same restrictions for drums and pail). If the vessel is a crude oil tanker vessel, exceptions can be made on the 6pm rule and regulations (delivery and pumping after 6 pm).
A Pollution officer is always required when lube oil is involved whether it’s packed product being delivered or pumped.
Pumping of IBCs is allowed if the vessel is alongside at day light hours and must stop at 6pm latest.
Pumping of drums is allowed if the vessel is alongside at day light hours and must stop at 6pm latest.
Restrictions in IRON ORE berths and BST terminal: Stop and start pumping operations due to overhead crane, extra hose length required, lube oils cannot be taken onboard vessel alongside so a launch has to be arranged.

For Port Saldanha, the following applies:
The local port authorities will charge for any pumping operations - lubricants or bunker - a “PLO fee” of about USD 50.--/hour. A Port Liaison Officer needs to be present during pumping to monitor the operations. Vessel agent will usually arrange this.
